Dogtera Commonwealth of Keiballa

A former Collective of eight planets and four moons which is seen like Greek Confederation, and looked up by many across the arm of the galaxy for their wisdom, wealth and for seeing into the future but, like the old phrase, 'too many cooks spoil the broth'.
Too many people in control and egos could not fix problems, as each had their own version of the future, and it causes civil war and major divisions, like the Soviet Union, in fighted caused inaction, then division and inflation.

Dogterans came for trade, honesty and knowledge, and later, trade and stability. After that Keiballa was changed in thier form of government.
A new flag was created. Keiballa has recovered and they are a Commonwealth within Dogtera and see the canine Queen or Empress as their own rulers, and no forward thinking which would make them freer or more independent but, not as good or a better situation so they remain close to their furry Dogtera mother.
